Salary Range: $140,000-$160,000

Job Title: Program Manager, Restoration/HTRW

Position Summary: DAWSON is seeking a Restoration/HTRW Program Manager to oversee our HTRW program that is executing technical consulting work throughout the United States, including Alaska and Hawaii, the U.S. Territories, U.S. Territorial waters and Outlying areas. This full-time position is considered a senior position within DAWSON's Environmental Business Line and will support a wide range of environmental projects, including investigation, remediation, and five-year and periodic reviews. The position may be remote or based in DAWSON's San Antonio, TX, Belmont, NC or Denver, CO offices.

Responsibilities:

  • Responsible for successful oversight of all elements of multiple contract scopes of work (SOWs), including development of and adherence to project schedules and budgets.
  • Supervises a team of DAWSON project managers and technical staff to develop technical approaches and cost proposals in response to client requests for proposals (RFPs), supports management team throughout negotiations of new contracts and/or task orders, and leads teams of project professionals, technicians, and support staff throughout the execution of contracts. Typical types of projects include planning documents, field investigations, restoration/remediation efforts, data review/analysis, remedial action planning, long-term monitoring, and final reporting.
  • Expected to serve as the primary point of contact (POC) for specific government client(s)/agencies and ensures all client expectations are met or exceeded.
  • Coordinates with project, Business Line, and Corporate safety and quality staff. Identifies safety and quality issues regarding contract execution and, when necessary, develops and implements corrective actions.
  • In coordination with the Business Line Director, lead monthly project reviews to monitor financials, verify budget expenditures, identify risk, and ensure Business Line financial goals are met.
  • As an essential part of the DAWSON Environmental leadership team, this position reports directly to the Director of Environmental Service Lines and, with the other program managers, is responsible for developing operating budgets, identifying and implementing strategic goals, and developing long-term growth strategies.
  • Achieves annual project margin, revenue, operating income, and sales goals for the HTRW Service Line, Sets incremental goals for direct reports and programs underneath the HTRW umbrella.
  • Conducts regular communications with program personnel, to include one-on-one meetings with direct reports, oversees program-level team meetings, and leads counseling sessions as necessary.
  • Serves as capture manager for major proposals associated with key clients. Supports marketing and business development through identification of new target clients, tracking of opportunities, relationship management with existing clients and partners, and supports or leads proposal efforts.
  • Other duties as assigned.

Qualifications:

  • Professional licensure or board certification (e.g., PG, PE, DABT, CEP, PMP) is required.
  • Minimum of 10 years of experience in environmental consulting; additional years of experience preferred.
  • Minimum 5 years of project management experience with demonstrated ability to see projects through successful completion.
  • Experience as project or client manager for US Army Corps of Engineers, US Air Force, US Navy, US Space Force, EPA, or other major government agency conducting environmental restoration or compliance strongly preferred.
  • Experience leading proposal/capture efforts for federal agencies. Strong working relationship with federal clients and/or agencies required.
  • Self-driven with ability to proactively manage contracts, with experience leading cross-functional teams in a dynamic and fast-paced environment.
  • Attention to detail, problem-solving skills, and excellent written and verbal communication skills required.
  • Must possess a valid driver's license with a clear and satisfactory driving record.

Education:

  • Bachelor's degree in any natural or environmental science or engineering discipline from a U.S. accredited college or university is required.
  • Advanced degrees (e.g., MS, PhD, MBA) will be viewed favorably.

Travel Requirements: Periodic business travel is required, to include overnight travel. Travel will consist of visits to conferences, project sites; client offices, and partner offices across the United States. Position involves <20% travel at sites across the United States. Limited fieldwork oversight may require candidate to walk over uneven terrain up to 8 hours a day (e.g., site inspections). Candidates are subject to "fit for duty" baseline physical and subject to medical monitoring protocols.
