Job Overview

Chugach is looking for a highly qualified, experienced, and self-motivated individual to perform the duties of a Personnel Security Specialist (Case Control Analyst). The Personnel Security Specialist utilize skills and experience to perform project tasks. Ensure security requirements associated with the government are met. Coordinates and works with internal and external organizations for solutions for new and developing security programs. Monitors security applications through review and analysis and prepares summary reports. Employs risk management practices in supporting security goals and objectives.

The Personnel Security Specialist who supports this contract must have extensive technical knowledge and experience initiating and conducting non-criminal personnel security background investigations in accordance with public laws and executive orders, as well as the Federal Investigative Standards set forth by the Office of Personnel Management (OPM) and Director of National Intelligence (DNI). The qualified candidate will exhibit the ability to work and multitask independently or in a collaborative environment.

Responsibilities

Essential Duties & Job Functions:
  • The contractor employee must have extensive technical knowledge and experience initiating and conducting non-criminal personnel security background investigations in accordance with public laws and executive orders, as well as the Federal Investigative Standards set forth by the Office of Personnel Management (OPM) and Director of National Intelligence (DNI).
  • Prepare investigative inquiries in accordance with the Privacy Act, to include but not limited to vouchers for employment, educational, and residential record providers, social and professional sources, local law enforcement agencies, and other record and source providers as necessary.
  • Obtain investigative information through internet research, law enforcement, and personnel security/federal related databases for verification and records investigative results into case management systems, such as but not limited to, conducting CVS, JPAS, DCII, Selective Service, FBI, INS, and other government records checks.
  • Possess experience in preparing and sending a variety of requests for information (vouchers) to educational institutions, credit bureaus, federal investigative and intelligence agencies, state and local police departments, medical practitioners, personal and other developed references to verify information provided by the subject of investigation.
  • Provide customer service outreach to offices, Bureaus, applicants, employees, and outside Government Agencies.
  • Performs evaluations and analysis of eQIP and related forms then grants or denies interim security clearances or Facility Access; and
  • Conduct in-depth analysis to ensure full coverage and issue resolution is obtained before sending the case for further field work or adjudicative decision on all national security clearance or public trust positions.
  • Other duties as assigned.

Job Requirements

Mandatory:

  • United States Citizen.
  • Holds an Active TS/SCI Clearance.
  • Five (5) years of relevant technical personnel security at the GS-12 or equivalent level.
  • Knowledge of the Federal Investigative Standards found in EO12968, Public Law 108-458, the Intelligence Reform and Terrorism prevention Act of 2004, the DNI, OPM, federal investigative standards, and the Director of Security.
