SUMMARY: This position provides support to the Headquarters, Pacific Air Forces (HQ PACAF) by planning, executing, and conducting recovery operations for exercises and events conducted with allied countries throughout the Indo-Pacific region. Primary work location is in Hawaii and at CONUS and OCONUS training locations.

Roles and Responsibilities

  • Lead the plan, prepare, execute, and evaluate NH.

  • Overall management responsibility for the NH team members consisting of NH
    Operations Planner, NH Logistics Support Officer, and NH SSO.

  • Support and advise the Active Duty NH OCE Lead planners with the NH JELC, planning conferences, and execution.

  • Provide management and consulting expertise to PACAF staffs responsible for program management, operational employment of airpower, joint operations, Special Operations Force Integration, intelligence, logistics, Air Operations Center (AOC) operations, deliberate and contingency planning and supporting programs, operational employment of air combat weapon
    systems, and other functional project and support areas.

  • Construct a plan, review steps for authorization and identify gaps within the secure IJSTO parameters towards eventual execution.

  • Provide briefings to Senior Officers in person, via VTC and/or in writing on ongoing
    theater operations, planning issues, and exercises.

  • Conduct liaison with national-level agencies, DoD, Services, Combatant Commands, and intelligence agencies.

  • Provide system specific training to assigned PACAF STO cleared personnel.

  • Routinely evaluate SAP capabilities for OPLAN integration, providing briefings to senior
    officials within the command and external agencies on technical and operational aspects of special access programs and capabilities.

  • Serve as focal point for STO activities and documentation regarding mission changes,
    technology, and other impacts on special access programs and plans.

  • Monitor, review, and evaluate staff inputs, and coordinate outside the organization for the purpose of planning and organizing efforts, resolving problems which transcend various management disciplines, exchanging experiences, advising on professional matters, and organizational effectiveness.

Required Qualifications, Experience, and Certifications

  • TOP SECRET/Special Compartment Indoctrination clearance.

  • SAP/STO and ACCM eligible.

  • Favorable clearance adjudication meeting SCI/SAP eligibility standard without condition, deviation, or waiver within the past 12 months or had a satisfactory review based on the current Standard Form (SF) 86, "Questionnaire for National Security Positions" submitted for most recent personal security investigation.

If the SF-86 was submitted for SAP eligibility determination more than 12 months ago, it can either be updated using the original form or a current SF 86C, "Standard Form 86 Certification".

  • Subject to a random CI-scope polygraph examination.

  • Complete a DoD-approved SAP program indoctrination and non-disclosure
    agreement.

  • Have at least 10 years' rated experience in fighter/bomber aircraft is highly desired (i.e., F-15C/E, F-16, A-10, F-18, E/A-18, F-22, F-35, B-52, B-1, B-2, etc...), or ISR aircraft (i.e. U-2, RQ-1, RQ-4, MQ-9, RQ-170), or Air Battle Management (I.e. E-2, E-3, E-8, AOC, JTAC, CCT, etc).

  • Familiar with Nellis AFB operations, USAF Warfare Center organizations, and Nevada Test & Training Range (NTTR) infrastructure.

  • Have recent (within last 5 years) experience with tactical aircraft operations and exercise and experiment coordination and execution.

  • Combined Air Operations Center (CAOC) or operation contingency planning experience.

  • Strong background in Special Access Programs.

  • STO Planning experience.

  • USAF Weapons Instructor Course or Navy Top Gun graduate.

  • Familiar with military experimentation experience.

  • Operational knowledge of the Joint Operational Planning and Execution System.

  • Successfully completed the IJSTO Planning and Decision Aide System users' course.
