Job Overview

The candidate will provide System Engineering Life Cycle (SELC), Surface Forces Logistics Center (SFLC), and Configuration and Change Management support for the Naval Information Warfare Centers (NIWC) US Coast Guard (USCG) Integrated Product Team (IPT) in support of USCG Command and Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) Product Lines (PLs) and Shared Service Divisions (SSDs). This position will assist USCG Project Managers (PM), SSD Technical Leads (TL) and NIWC Project Leads (PLs) in initiating, planning, creating, implementing, and closing of C5ISC systems and services throughout their lifecycle in accordance with the C5ISCINST M4130. This person must be familiar with the USCG Project Management, SELC and SFLC processes, practices, and procedures, have excellent research skills, must be able to organize their ideas, and be able to develop project, engineering, and technical documentation.


Responsibilities

Essential Duties & Job Functions:
  • Provide direct support to USCG PMs, TLs and NIWC PLs in the initiation, planning, creation, implementation, and closeout of C5ISC engineering projects.
  • Create, review, and modify engineering and technical documentation including but not limited to Project Charters, Project Management Plans (PMP), System Engineering Technical Reviews (SETR), Project Management Tailoring Plans (PMTP), Engineering Change Tailoring Plans (ECTP), and Project Risk and Issue Registers.
  • Develop SFLC Engineering Changes-Time Compliance Technical Orders (EC-TCTOs) for C5I systems.
  • Attend meetings, provide briefings, and participate in working groups as required by the customer.
  • Possess excellent written and oral communication skill including ability to make significant presentations.
  • Review system/component schematics for developing logistical support data.
  • Manage multiple assignments simultaneously, while working independently and with other project personnel.
  • Manage and coordinate documentation and artifacts as they pass through the C5ISC Configuration and Change Management and SELC processes.

  • Serve as communications liaison across the project stakeholder community.
  • Perform other duties as required.

Job Requirements

Mandatory:
  • Minimum three (3) years' experience supporting USCG Project Management, SELC and SFLC EC-TCTO processes.
  • Working knowledge and experience with either the USCG C3CENINST 5297.1B Project and System Engineering Management Policy (PSEMP) or C5ISCINST M4130 Configuration and Change Management Policy and SFLC Joint Surface Engineering Change (EC) Process Guide.
  • Working knowledge of USCG configuration and change management specifications and standards.
  • Secret Security Clearance.
  • U.S. Citizenship.
