Site Lead - Fleet Systems Engineering Team (FSET)
This position is Contingent Upon Contract Funding
Purpose:
  • Valkyrie Enterprises is looking for a Site Lead - Fleet Systems Engineering Team (FSET) in Hawaii to support Naval Information Warfare Commands (NAVWAR) Fleet Readiness Directorate (FRD) for the Fleet Systems Engineering Team contractor support. Relocation assistance available if applicant agrees to 1 year commitment to the position.
  • The Site Lead provides on-site leadership for Team Valkyrie personnel and support of technical actions for the Fleet Systems Engineering Team (FSET) program. The FSET Program facilitates the effective operation of all NAVWAR afloat and ashore C4ISR systems throughout the Operational Fleet Readiness Plan (OFRP) Cycle. The FSET Program also provides systems engineering and technical support for the rapid introduction of new capabilities into the fleet though fleet experimentation and operational fleet exercises.
Job Description:
  • Responsible for the management and coordination of site operation, strategies, and activities and may assist with the review, development, and implementation of organizational policies, practices, procedures, and attainment of operating goals.
  • Provide On-Site leadership for Team Valkyrie personnel including work assignment, mentoring, coaching, and performance evaluation.
  • Review, analyze, and prepare reports, records, and directives, and confer with managers/supervisors to obtain data required for planning activities. They assign or delegate responsibility for specified work or functional activities and disseminate policies and objectives to supervisors/staff. Operations Managers may organize resources to ensure effective production of goods and/or services, give work direction, resolve problems, prepare schedules, and set deadlines to ensure timely completion of work.
  • Ensure adequate training of staff and employee compliance to organization's policies and practices, and coordinate activities of the department with related activities of other departments to ensure efficiency and economy.
  • Monitor and analyze costs and prepare department budgets.
  • Provide and coordinate underway end-to-end C4I system support on U.S. Navy (USN) and Coalition platforms.
  • Provide and coordinate systems engineering support to Fleet customers during fleet exercises and operations conducted by Fleet Commanders and/or Joint Task Force (JTF) Commanders.
  • Provide and coordinate subject matter experts in support of platform readiness assessments to include data collection, predictive analytics modeling, and reporting.
  • Assist the customer with the validation and execution of system restoral procedures, rapid response for emergent issues and network documentation and training as required by Fleet personnel.
  • Provide and coordinate technical subject matter expertise for on-site system design configurations and provide recommendations for improvement or alternative networking strategies.
  • Provide and coordinate technical experts with development and/or modification of site-specific Concept of Operations (CONOPS) that govern local and Navy-wide operations.
  • Provide and coordinate technical support to Joint and Fleet exercises and assist with drafting after-action reports that identify potential problems and recommended solutions.
  • Provide and coordinate technical subject matter expertise to government site engineering and military personnel in support of system reconfigurations, upgrades and will represent the interests of the Fleet customer during system installations to ensure the new capability is fully integrated into the existing architecture and operational.
  • Provide and coordinate engineering expertise to assist with the development of system design and integration planning for MOCs and specified intelligence centers as requested by the government. The Contractor will assist with the testing and validation of new technologies (including Speed to Capability) and integration designs.
  • Provide and coordinate direct technical systems engineering support for fleet BMD missions (Afloat and Ashore)
  • Provide and coordinate in service engineering technical support for new capabilities.
  • Assist the customer with design, detailed installation planning, testing and accreditation for new capabilities that require accelerated introduction of program of record systems, or application of commercial technology to support an emergent Fleet requirement.
Qualifications:
  • Must have a Bachelor's Degree (Engineering, Computer Science, Physics, etc.) and at least 7 years of professional experience in operations management.
  • Must have either a Security+ CE or other security certification needed to meet IAT Level II, or Operating System or other security certification needed to meet IA compliance.
  • Must be able to read and interpret technical documents including drawings, manuals, procedures, and other related documentation.
  • Systems level engineering expertise support the scope of the following requirements:
    • Ballistic Missile Defense (BMD) Technical Services.
    • Speed to Capability Support
  • Must be deployable to support Navy operational requirements, Navy exercises and other NAVWAR FRD specific projects
Desired Qualifications:
  • Technical Master's Degree (Engineering, Computer Science, Physics, etc.)
  • 10+years operations management experience
  • Navy Afloat (Ship) Technical Network Services or, Navy Ashore Technical Network Services or, Afloat & Ashore Combined Enterprise Regional Information Exchange System (CENTRIXS) Engineering.
  • Direct experience with frequency management and technical control of RF mediums between Navy platforms and terrestrial communication stations or, Radio Frequency Systems level engineering experience to support of:
    • Navy Shipboard RF to include end-to-end C4I system support on U.S. Navy (USN) and Coalition platforms
    • Navy Shore RF support to include NOCs, NCTAMS, NCTS, EHF TIP and MOCs
  • Working knowledge of Department of Defense (DoD) Information Assurance Certification and Accreditation Process (DIACAP) and DoN Chief Information Officer (CIO) Risk Management Framework (RMF) or, Demonstrated cybersecurity management experience relevant to the scope of the following network security requirements:
    • Support cybersecurity requirements for the Next Generation Enterprise Networks (NGEN).
    • Provide in service engineering technical support for new capabilities for a period to be set by the government.
    • Experience supporting Navy Cyber Forces (NCF), U.S. Fleet Cyber Command or PEO C4I.
    • Information Assurance Technical support services or,
  • Enterprise Architecture Definition, Documentation and Planning support services.
Security Requirements
  • Must be eligible to obtain and maintain a DoD TOP SECRET/SCI clearance (i.e. must hold a current Single Scope Background Investigation (SSBI) that has been adjudicated to Intelligence Community Directive (ICD) -704 standards within five years).
  • Hold a valid US Passport
Travel Requirements:
  • Up to 40%
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:
  • Ability to access and work onboard naval vessels ashore and underway
  • Remaining in a stationary position
  • Often standing or sitting for prolonged periods

  • Repeating motions that may include the wrists, hands and/or fingers
  • Light work that includes moving objects up to 20 pounds
Must be able to work extended hours (compensated) periodically in support of customer requirements ashore or afloat onboard Navy vessels.

Pay Range: $110,000 - $185,000 per year
