We are actively searching for a Contract Administrator for our Honolulu, HI Office, who will provide internal and external clients with detail-oriented support; have a proactive approach to assist team members; and take pride with contributing to the success of projects.

Duties and responsibilities:

  • Work independently to manage and problem-solve as a liaison between the Hawaii office and M&N's corporate departments (contracts & legal/accounting & tax/information technology {IT}/small business), subconsultants, and clients with primary responsibility to thoroughly-vet and produce well-founded final resolution and direction
  • In conjunction with the federal contracts team:
    • vet and resolve legal issues/questions at the business unit and contract/project levels, including FAR/DFAR compliance
    • prepare master services subconsultant agreements/amendments and task order subconsultant agreements/amendments, and coordinate proposed modifications with subconsultants
    • general coordination with subconsultants (rates, small business status, subcontract compliance, Defense Base Act {DBA} insurance documentation, etc.)
    • prepare joint venture (JV) agreements and amendments and JV invoices
    • coordinate review and vetting of new contracts/pursuits, teaming agreements, non-disclosure agreements, "flow-down" agreements, etc.
    • track subconsultant certificates of insurance and review certificates of insurance for compliance with contract requirements
    • coordinate DBA insurance
  • In conjunction with the accounting and tax department:
    • revenue/receipts/general excise tax regulations and coordinate compliance business registration and tax-status compliance
  • In conjunction with the IT department:
    • monitor and manage cybersecurity/NIST 800-171/CMMC and controlled unclassified information (CUI) compliance
    • coordinate and track cybersecurity/NIST 800-171/CMMC records from subconsultants
    • coordinate CUI compliance of subconsultants
    • coordinate secure-server read/write access
  • In conjunction with the small business team:
    • prepare and update small business subcontracting plans
    • review and confirm bi-annual individual subcontracting reports
    • coordinate with, and track outreach to, small business interests
  • In conjunction with Hawaii business unit leader:
    • prepare customized BST (company's enterprise resource planning software) reports
    • coordinate contractor performance assessment reports (CPAR) for federal government contracts

Qualifications:

  • Bachelor's degree in relevant field or equivalent experience.
  • 5+ years of overall experience
  • Excellent written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to function well in a high-paced and at times stressful environment.

Working conditions:

The work takes place in an office environment.

Physical requirements:

Required to sit for extended periods of time in standard office setting. Able to lift 10-20 pounds.
